"I want to transfer contacts from iCloud to iPhone. And I know I can directly download iCloud backup with my iPhone. But I just need the contacts, other than all the files including SMS, call logs, photos, and etc. since they occupy too much space. This way does not allowed me to download contacts only. Any ideas?"

Sure, I have an advisable method--move your contacts  with Phone Transfer. As this complete software can selectively transfer your wanted files from iCloud to iPhone, it deserves my strong recommendation. Just with several clicks, it is available to export contacts only from iCloud and then import them to the plug-in iPhone.
